Client Service

Clients trust James to identify practical and resilient solutions to protect their assets from the threats of climate change. To accomplish this, he applies his expertise in hydrologic and hydraulic engineering to lead integrated watershed management for flood-hazard studies, probabilistic risk assessments, spillway-rehabilitation designs, levee evaluations and certification, and urban flood mitigation. In addition, James works closely with industrial and power facilities to help quantify and mitigate future flood impacts. In this role, he has served as the technical lead for multiple nuclear power plants’ regulatory responses to the Fukushima Dai-ichi accident, including by supporting flood hazard reevaluation reports, mitigating strategies assessment reports, and integrated assessments. He works closely with his clients through the whole life cycle of projects to identify feasible conceptual designs, develop detailed designs, and handle permitting and construction.

James actively participates in groups such as United States Society of Dams (USSD), the Association of State Dam Safety Officials (ASDSO), and the Association of State Floodplain Managers (ASFPM). In addition, he serves on the Board of Directors for the Water Resources Association for the Delaware River Basin and supports their mission of promoting science-based management of water resources within the Delaware River Basin to protect all water dependent uses and enhance the long-term sustainability and resiliency of the river system.
