Client Service

Bryan offers expertise in hydrology, stormwater monitoring, best management practices (BMP) performance monitoring, low impact development (LID) performance monitoring, weather monitoring, telemetry, NPDES permits, and sediment and water quality analysis.

On behalf of municipal and private clients, Bryan supports stormwater permit compliance and conducts flow monitoring and water-quality sampling in surface water, stormwater drainage systems, and stormwater treatment facilities. In addition, he designs, installs, and maintains water-quality-monitoring stations, often handling instrument selection, installation, and maintenance; datalogger programming; and telemetry. For sites that do not fit off-the-shelf solutions, Bryan combines his knowledge of hydrology and monitoring instrumentation with a passion for modding and tinkering to develop custom monitoring solutions that lead to successful, representative data collection. Such sites include floating bridges, remote alpine lakes, green roofs, and tidally influenced outfalls.

Bryan helps municipal NPDES permittees meet their permit requirements. To do this, he develops Stormwater Management Program (SWMP) plans; leads source control and illicit discharge detection and elimination (IDDE) inspections, responds to spill reporting, and oversees inspections of stormwater treatment facilities. In addition, he helps clients address municipal code updates, plan for operations and maintenance activities, conduct public outreach, and successfully accomplish annual reporting.

Bryan has worked with local agencies to advance stormwater research under the Washington State Department of Ecology’s Stormwater Action Monitoring (SAM) program. He has addressed topics including the hydrologic performance of bioretention facilities and characterization of emerging contaminants such as per- and polyfluoroalkyl substances (PFAS), 6PPD-quinone, and microplastics.
