Project Specifics

Electric power generating companies that burn coal for fuel realized they needed information to effectively manage the storage of their coal combustion residuals (CCRs) in accordance with the federal CCR Rule (40 CFR 257).

Previously, it was unclear how much of the existing science and technology was adequate to safely close CCR surface impoundments and landfills following the failure of the dredged cell at the Kingston Plant in Tennessee. The Electric Power Research Institute (EPRI) listened to its funding company client base and retained a range of consultants to conduct research on many related topics. Due to our reputation within the industry, Geosyntec was selected to complete 13 technical reports and guidance documents, with three additional documents currently in the final stages of completion.

Geosyntec Scope of Services

Geosyntec has developed multiple teams to complete the research.  The following is a sampling of key documents:

  • Geotechnical Properties of Fly Ash and Potential for Static Liquefaction
  • CCR Pond Guidance for Dewatering and Capping
  • CCR Guidance for Construction over Closed or Closing Ponds
  • Engineering Correlations for Geotechnical Parameters for Ponded Fly Ash
  • Inspections and Documentation Support for CCR Rule
  • Practical Feasibility of In Situ Stabilization/Solidification (ISS) as a Source Control for CCRs
  • Alternate Cover Systems for CCR Landfills and Surface Impoundments
  • Cost Considerations for Remediation Technologies at CCR Landfills and Impoundments
  • Monitored Natural Attenuation at Coal Combustion Residual Sites
  • Corrective Action Planning Desktop Reference

Notable Accomplishments

Geosyntec’s CCR research provided EPRI and their clients with the most up-to-date science and technology to enable cost-effective decision making when managing CCRs. Among additional benefits, our research has provided a comprehensive database of engineering material properties and the assessment of static liquefaction potential that affect the design of CCR landfills and the safety and long-term stability of pond closures. Our research provided a much-needed industry-wide uniformity of approaches to meeting the CCR Rule, as well as multiple options for the owners of CCR storage facilities to meet corrective action goals through in-situ stabilization, monitored natural attenuation, alternative covers, and safe pond closures.
