Project Specifics
The LA County Metropolitan Transportation Authority (Metro) requested sustainability engineering services for water resources, conservation and compliance.
Under legal obligations Metro is required to track, implement, and report on the following categories: climate change & resiliency, energy, solid waste & recycling, and water. In order to maintain compliance in daily operations and capital projects, Geosyntec is tasked with providing research, analysis, planning, project development, and engineering services relating to the full life cycle of Metro’s water sustainability and compliance programs.
Geosyntec Scope of Services
Geosyntec is providing technical services for Metro in support of various water resources measures outlined in the Metro Vision 2028 Strategic Plan to connect the dots between the sustainability and compliance programs already established by Metro. The first critical step is to carefully understand the short and long-term objectives which are currently being developed with Metro. An opportunities and constraints analysis will take place and appropriate technical tools and innovative strategies will be developed that promote project efficiencies and streamlining while minimizing risk. Data collection, which is primarily manual, will be transisitioned to automated to the extent possible by Geosyntec to support metrics tracking. Once the intial assessment steps have been completed under the Moving Beyond Sustainablity initiative, Geosyntec will collaborate with the stakeholders to provide holistic sustainable solutions.
Geosyntec is leading a team to develop the Strategic Water Management Plan and provide strategic recommendations for bus and rail car wash efficiency retrofits and landscaping upgrades. Geosyntec will also support capital projects by developing concept designs for funding; assess opportunities for water reuse and capture; evaluation technologies, processes, and procedures to enhance Metro’s system; evaluate opportunities to monetize environmental assets; and provide in-depth analysis of Safe Clean Water (Measure W) and other policy-related funding opportunities. Another service Geosyntec will provide is an alternative delivery (i.e. progressive design-build) and public-private partnerships (P3). Geosyntec has experience in highlighting many of the schedule, cost, and risk-management advantages of potential alternative delivery approaches.
Notable Accomplishments
The partnering experience Geosyntec has with Corvias, the premiere stormwater P3 developer in the nation, allows us together to provide technical and delivery expertise to meet short term needs with technically sound approaches. In many cases, these approaches can reduce implementation schedules by one-third, which can be crucial where annual compliance reporting is required and adapative management measures are expected.
