Regional Haze Four-Factor Analysis for Paper Company

Project Objective

Geosyntec was engaged by McKinley Paper Company to review the reasonably available control technologies (RACT) for the facility’s power boilers. We then prepared a four-factor analysis report for submittal to the Washington State Department of Ecology for compliance with the regional haze rule under the Clean Air Act. This rule requires specific industries to conduct periodic evaluations to find ways to reduce emissions of pollutants that contribute to haze and reduce visibility in National Parks and other Federal Class I areas. Regulated pollutants under the regional haze regulations include sulfur dioxide, nitrogen oxides, particulate matter less than 10 microns, sulfuric acid mist, and ammonia.

Geosyntec’s Scope of Services

Geosyntec evaluated the four factors specified by the United States Environmental Protection Agency (USEPA) to identify available air pollution control technologies for McKinley Paper Company’s three power boilers. The four factors are:

  • The cost of compliance
  • Energy and non-air-quality impacts of compliance
  • The time necessary for compliance
  • Remaining useful life of existing affected sources

Notable Accomplishments

Under a tight timeline, Geosyntec’s air services team analyzed the outputs of USEPA’s Air Pollution Control Strategy Tool to identify available pollution control technologies and assessed the costs of installing and operating additional pollution control equipment. Geosyntec calculated the cost per ton to reduce emissions of sulfur dioxide, nitrogen oxides, particulate matter less than 10 microns, sulfuric acid mist, and ammonia for the three power boilers. McKinley Paper Company’s four-factor analysis report was submitted to the Washington State Department of Ecology and demonstrated that all RACTs were already in use at the facility and that no additional controls were needed to comply with USEPA’s regional haze rule.
