Environmental Services for Potomac Yard Redevelopment Project

In 2001, Crescent Resources, LLC purchased the 342-acre Potomac Yard site located in Arlington County and the City of Alexandria, Virginia, with the goal of redeveloping the property for commercial and residential uses. This site had historically been operated as a rail yard by the Richmond, Fredericksburg, and Potomac Railroad Company. In the late 1990s, a Superfund Removal Action was performed and the site subsequently was de-listed. However, human health and ecological risk assessments performed as part of the Superfund process resulted in certain residual waste materials and impacted soils left in place in the subsurface at the site. The presence of the residual/impacted materials became significant during site due diligence and redevelopment activities, with the potential to delay or otherwise undermine progress on various aspects of the redevelopment process and anticipated resale of certain parcels. Crescent selected Geosyntec to provide on-call environmental services during infrastructure construction and parcel resale with the goal of ensuring timely, "no surprises" support to these activities.

Geosyntec's Scope of Services

Crescent retained and relied upon Geosyntec to support all environmental aspects of the development project, including residual waste/impacted soil characterization and management, regulatory negotiations, and support during buyer due diligence.

Geosyntec provided a detailed delineation of the nature and extent of residual wastes and impacted soil at the site. Through existing relationships with regulators and waste disposal facility operators in the region and a competitive bidding process, Geosyntec was able to identify a cost effective disposal alternative for more than 50,000 cubic yards of cinder ballast material containing elevated concentrations of arsenic, as well as for other residual wastes, such as railroad ties and petroleum-impacted soil.

Our personnel provided resident environmental management services during the infrastructure stage of development of Potomac Yards. As necessary, and in real-time, Geosyntec personnel were actively involved in the construction activities at the property, including providing geotechnical recommendations during contractor excavations, developing and overseeing the implementation of a soil characterization and disposal plan, and providing oversight of a human health and ecological risk assessment.

During environmental due diligence by potential buyers, Geosyntec served as Crescent's representative, overseeing field investigation and sampling activities by multiple potential buyers, and providing independent reports on the results of these investigations to be used by Crescent during property transaction negotiations.

Notable Accomplishments

During this large-scale and complex redevelopment project valued in the hundreds of millions of dollars, Crescent relied upon Geosyntec as its primary environmental consultant. As Crescent's environmental consultant, Geosyntec worked with site management, engineers, contractors, subcontractors, and regulators to efficiently and effectively implement necessary environmental management measures allowing Crescent to make timely and informed financial decisions associated with the scope and cost of managing site residuals and impacted soils.
