Geosyntec was retained by a confidential fuel storage terminal to assist them as the environmental and air permitting team to provide timely and responsive support for multiple projects at a Northern California fuel storage and distribution terminal.

The facility required approvals for new equipment and infrastructure modifications allowing for storage of ethanol, renewable diesel, biodiesel, and renewable jet fuel. Geosyntec worked to obtain critical approvals by preparing analysis of environmental impacts for local lead agency review and permit applications for local air district review. Geosyntec is working closely with the client to quantify air emissions and do a comparative analysis to baseline emission estimates, as well as liaison with the lead agency for the purposes of California Environmental Quality Act (CEQA) evaluation.

Geosyntec's Scope of Services

Turnkey air permitting work included emissions and best available control technology (BACT) evaluations for storage tanks, truck loading operations, piping fugitive leaks, vapor recovery equipment and ancillary units (e.g., diesel generators); as well as permitting of modifications, compliance assurance, drafting of acceptable permit conditions, health risk assessment determinations, and obtaining emission offsets. Geosyntec provided expert level support to work together with the client, its attorneys, engineering team and other contractors to deliver information, meet with agency staff, provide direction, advise on process and permitting timeline, and adjust strategy based on response from the agency.

Notable Accomplishments

Geosyntec provided essential leverage of responsibility to manage and drive the process for gaining necessary approvals which were critical to meeting construction and operational schedules. In doing so, we keep the client abreast of current developments and strategy with frequent but effective communications. With a multi-faceted team, we have managed critical path actions and been in close contact with key agency personnel to secure permits, outline strategy and provide the client with the level of local insight needed to effectively manage both permitting and CEQA requirements. In addition, our experience with air permitting lead to expedited approvals in some cases, and workable permit conditions in others. Our experts demonstrated the ability to represent emission prevention potential of state-of-the-art floating roof emission control technology to put forward projects that improve air quality impacts.
