The San Gabriel & Lower Los Angeles Rivers and Mountains Conservancy (RMC) in partnership with the Los Angeles County Flood Control District, is developing a project for a Community Cultural Center in Southeast Los Angeles (SELA) near the City of South Gate, California.
The SELA Cultural Center is envisioned as a multi-arts facility that weaves together world-class design and high-caliber programming from across Los Angeles County with the vibrant culture of the surrounding community. The LA River adjacent SELA Cultural Center will support and showcase the Southeast Los Angeles community and provide a permanent place for the community to gather in creative expression.
The SELA Cultural Center was identified by Lower LA River planning efforts and will be located at a prominent site near the Rio Hondo Confluence. The site is currently occupied by the Los Angeles County Flood Control District and covers an area of about 10 acres. The site is adjacent to the LA River in an area with high community need for arts and culture programming, in addition to enhanced park and open space. The project is currently in design and will integrate stormwater capture and reuse best practices with enhanced open space and connectivity to the LA River, while providing cultural arts programming and educational opportunities to the underserved SELA communities. The current building program includes about 85,00 square ft of buildings to house music, visual arts, and community programs together with about 350,000 square feet of plazas, landscaping, roads, and parking.
Geosyntec’s Scope of Services
Geosyntec is part of a team that includes OLIN for landscape architecture and urban design, Gehry Partners for architecture, MKA for structural engineering, and other building specialists. Geosyntec’s involvement started with site selection and feasibility studies. Conceptual design has just been completed and the project is moving into the Schematic Design Phase. The Geosyntec scope includes geotechnical, civil, hydraulics and hydrology, stormwater management, environmental engineering, and support of permitting, CEQA, and community engagement.
The site is typical of many Southern California urban sites along the LA River and is challenged with high seismicity, deep liquefiable soils, and old fills contaminated with metals and hydrocarbons. Geosyntec has developed approaches to cost-effectively mitigate the liquefiable soils and has carried out investigations and risk assessments to support mitigation of the contaminated soils at the site.
