The Malibu Creek Total Maximum Daily Loads (TMDL) addresses bacteria water quality impairments in the Malibu Creek Watershed. The TMDL is consistent with the Santa Monica Bay Beaches Bacteria TMDL, which was approved by the United States Environmental Protection Agency (EPA).

The Santa Monica Bay Beaches TMDL expressed the Waste Load Allocation for bacteria at Santa Monica Bay Beaches in terms of the number of days that the single sample bacteria water quality objectives in the Basin Plan may be exceeded.

The Santa Monica Bay Beaches TMDL applies to Surfrider Beach, which is located at the mouth of the Malibu Creek Watershed. In terms of the number of days that the single sample bacteria limits are exceeded, Surfrider ranks among the most impaired beaches in the Bay. The Malibu Creek TMDL addresses the bacteria sources from Malibu Creek and Lagoon but does not address other coastal sources that may impact the impairment at Surfrider Beach. However, the North Santa Monica Bay Regional Watershed Implementation Plan does address the coastal watersheds and focuses on integrated water resources, TMDL compliance, compliance with Assembly Bill 885 (onsite wastewater treatment systems), and MS4 NPDES permits.

Geosyntec's Scope of Services

As a subconsultant to CDM, Geosyntec provided general consultation services, including plan development and review, for a number of tasks including development of prioritization of areas or concern, non-structural Best Management Practices (BMP), hydrology, facility siting, and the wet weather treatment plan. Geosyntec acted as the project's technical lead for structural BMP development and implementation strategies, which also included addressing onsite wastewater treatment issues. As part of this effort, Geosyntec made multiple presentations and facilitated breakout work sessions in stakeholder meetings.

Notable Accomplishments

This project is noteworthy for close working relationship with two stakeholder groups, the North Santa Monica Bay Task Force and the TMDL work group.
