City of Dublin is one of more than 70 Permittees under the San Francisco Bay Municipal Regional Stormwater Permit (MRP).

The MRP requires that permittees develop green stormwater infrastructure (GSI) plans that summarize proposed private GSI (i.e., required as part of new/re-development provisions) and proposed public GSI retrofits.

Geosyntec's Scope of Services

Geosyntec has been providing MRP compliance planning and implementation support to the City of Dublin for a number of years. Analyses and deliverables included a GIS-based GSI feasibility analysis methodology and data needs memorandum; identification of potential GSI project locations through the identified analysis; GIS mapping of existing, planned, and future private parcel redevelopment and GSI retrofits in the city; targets for public GSI retrofits to comply with the local stormwater MRP; PCBs and mercury load reduction estimates relating to local TMDL compliance; GSI facility cost analyses; development of GSI and source control measure typical details to conform stormwater elements with city standards; and development of concept designs for GSI CIP projects. Geosyntec also developed an alternative project delivery White Paper and an Alternative Compliance Program Handbook for the city to assist in their consideration of various GSI funding strategies. Geosyntec currently is working with the city to coordinate with other agencies on potential GSI implementation, develop Capital Improvement Program (CIP) GSI planning and implementation checklists, develop components for grant applications for implementation of GSI, and analyze the feasibility of implementing an alternative compliance program.

Notable Accomplishments

One concept design developed by Geosyntec is currently being incorporated into a city street improvement project.  Geosyntec oversaw potholing to determine implementation feasibility of the proposed facilities. The GSI and Source Control details, along with the Alternative Compliance handbook, have been shared by the client with other municipalities in the County and the larger Bay Area.
