LA Sanitation and Environment (LASAN), in partnership with the Los Angeles Department of Water and Power (LADWP) and the California State Coastal Conservancy (SCC), authorized this project to capture and infiltrate stormwater to increase groundwater replenishment in the San Fernando Valley Basin and improve water quality downstream in the Los Angeles River.

These efforts will help LASAN satisfy Total Maximum Daily Loads (TMDLs) in the Los Angeles River to meet the Federal Clean Water Act requirements and help LADWP reach groundwater recharge goals outlined in the Stormwater Capture Master Plan, authored by Geosyntec.

Geosyntec's Scope of Services

As the Prime Consultant and Construction Manager at Risk (CMAR), Geosyntec led this networked holistic approach. Green Stormwater Infrastructure (GSI), consisting of integrated Best Management Practices (BMP) were evaluated and installed in four distinct neighborhood areas and business corridors. In addition, technical evaluations and feasibility studies were conducted to identify projects in nearby areas in order to secure funding and implement regional solutions under the Safe, Clean Water Program. The objectives of this effort are to improve water quality, increase stormwater recharge, and maximize value and use of funds. The project will capture and infiltrate approximately 354 acre-feet per year (AFY) while reducing implementation risk to the City and increasing the local economic and community impact benefits, in an effort the increase a sustainable triple-bottom-line. Substantial completion will be followed by a one-year monitoring and optimization period, with the option to extend an additional two years.

The implementation of green stormwater infrastructure included the utilization of small, emerging, women-owned, minority-owned, and disabled veteran-owned businesses to promote opportunities for these groups, meeting City utilization goals. Key to this effort was a partnership with Corvias Solutions in the development of a capacity-building, business incubation program that will provide necessary skills and experiences to local small businesses to deliver GSl projects.
