The client, who operates three bulk liquid terminals in the Western United States, has a very structured Environmental Health and Safety (EHS) management system and performs internal audits in a three-year cycle following the Chemical Distribution Industry – Terminal (CDI-T) and Responsible Care management system protocol.
The client is certified to these standards. In preparation for an upcoming audit, the client desired to perform several pre-audits to identify any gaps prior to the final audit. Geosyntec was asked to provide an evaluation of compliance with existing Standard Operating Procedures and specific safety and environmental regulation compliance. These preliminary evaluations/audits have been performed quarterly over the past twelve months.
Geosyntec’s Scope of Services
Geosyntec first evaluated facility SOPs and developed a protocol to complete field audits Specific emphasis was given to those standards that provided the client their “License to Operate”. All facilities were in California. Additionally, Geosyntec evaluated certain targeted safety and environmental regulations for facility compliance. Some of these targeted regulations were those such as: Lockout/Tagout, Confined Space Entry, Falls from Heights, Permit to Work, Oil Pollution Act regulations (i.e. Spill Prevention Control and Countermeasures (SPCC) and Facility Response Plans (FRPs)), Air Quality Regulations, Hazardous Waste and Industrial Stormwater. The audits occurred approximately every 3 months and are typically 3-4 days in length. The audits are heavily focused on field compliance with management systems and procedures and compliance with California’s regulatory framework.
Geosyntec summarized any gaps or non-compliance issues in a report and spreadsheet (including citations where applicable). This has allowed the client to follow a cycle of continuous improvement and prepare them for the larger audit.
Geosyntec’s unique understanding of the terminal industry, along with a unique understanding of the CDI-T and Responsible Care protocol, allowed Geosyntec to provide this preliminary audit service in a very efficient manner. The preliminary audits performed will aid the client in performing well for an upcoming larger audit, which has significant internal focus.
