Non-Urban Levee Evaluation Program

The California Department of Water Resources (DWR) is leading a multifaceted initiative called FloodSAFE California to improve integrated flood management throughout the state, with an emphasis on improved flood risk management related to the state-federal flood protection system in the Central Valley. DWR is evaluating approximately 1,230 miles of non-urban levees.

The Non-Urban Levee Evaluation (NULE) Program team is assessing the condition of non-urban State-federal project levees and associated non-project levees, to determine conformance with geotechnical criteria and, where needed, identify remedial measures, including cost estimates, necessary to meet those criteria. The information being developed through the NULE Program will be used within the Central Valley Flood Management Planning Program to inform development of two required documents: the Flood Control System Status Report and the Central Valley Flood Protection Plan.

Geosyntec's Scope of Services

Geosyntec is involved in review and evaluation of existing information on geotechnical behavior and past performance related to approximately 80 miles of non-urban levees, mostly along the Sacramento River. Our scope of services entailed document review, field visits to document current conditions, and interviews with local levee maintenance personnel focusing on areas of known historical concern.

Notable Accomplishments

Geosyntec prepared summary reports on 10 reaches of levee. Reports were subsequently used by the client and owner in developing the North NULE Geotechnical Assessment Report. Reports were also used in developing levee performance curves to assess probability of failure under different hydraulic loading scenarios.
