Geosyntec Consultants was retained by affiliates of Lennar Corporation and FivePoint (collectively referred to as the "Master Developer") to conduct environmental due diligence and assist the Master Developer in transferring the property from the United States Department of Defense (DoD) and redeveloping the former Hunters Point Shipyard and Candlestick Point.

Geosyntec supported the Master Developer in understanding the nature and extent of impacts at the site and the scope of the DoD's CERCLA closure activities. This information was used by Geosyntec to develop a Risk Management Plan for the site and establish a protocol for subsequent development.

Geosyntec initiated services by performing environmental due diligence and negotiation of the terms of the land transfer with respect to environmental issues. Work was performed under the framework of the DoD Base Realignment and Closure Act (BRAC) and included conducting environmental due diligence and critical review of Environmental Baseline Surveys, CERCLA closure documents, petroleum hydrocarbon closure documents, and radiological closure documents. Work also included reviewing environmental closure strategies, preparing environmental remediation cost estimates for various closure scenarios, and preparing a financial assessment of any environmental conditions remaining at the site. In consideration of the future impacts of the DoD's ongoing work, Geosyntec worked with the Master Developer to formulate plans to integrate remediation activities and development activities.

Geosyntec developed a thorough understanding of base-wide environmental conditions and through its review and of DoD documents and provided critical comments and input to the DoD to ensure that site conditions are appropriate for CERCLA closure and subsequent site development. Geosyntec was instrumental in helping the client hold the DoD accountable to the terms of the transfer and CERCLA closure documents and worked with the Master Developer, regulatory agencies, and the DoD to ensure consistency between the environmental closure and the development plan. Through its efforts, Geosyntec developed solid working relationships with all the regulatory agencies involved with the project, including the U.S. Environmental Protection Agency, the California Department of Toxic Substances Control, the California Regional Water Quality Control Board, and the San Francisco Department of Public Health.
