Project Specifics

A new advanced nuclear materials research facility under design and construction is a flagship initiative at a major international nuclear site. This state-of-the-art facility will house hot cells, radiation laboratories, and office space essential for advanced materials and fuels testing and examination. The primary implementing organization had completed 50 percent of the preliminary design and commenced initial site preparations in anticipation of full-scale construction. Given the scale, complexity, and strategic importance of the facility, the governmental oversight entity engaged us for an independent assessment of the project’s cost estimates, risk profile, and schedule maturity. This assessment aimed to support a crucial funding sanctioning decision that would enable progression to the detailed design, construction, and commissioning phases.

Geosyntec Scope of Services

Over recent years, the project has faced increasing cost projections driven by market escalation, design changes, and evolving site requirements. On behalf of the client, we addressed a range of lines of enquiry to address the following:

  • Escalating Project Costs: Inflationary pressures and abnormal escalation have contributed to a significant increase in the projected total project cost (TPC), raising concerns about budget availability and fiscal oversight.
  • Estimating Accuracy and Confidence: While preliminary cost estimates existed, the client sought a third-party independent review to assess whether estimates were credible, substantiated, and consistent with the 50 percent design maturity and industry standards.
  • Navigating a Complex Risk Environment: The nuclear project environment entails substantial uncertainty, including inflation variability, schedule risks, design evolution, and construction complexities. The client requested that risk registers and contingency plans appropriately captured and mitigated these uncertainties.
  • Managing Contractual Complexity: The project delivery contract structure and multiparty agreements needed scrutiny to align with project financial controls, risk sharing, and incentive mechanisms.
  • Assessing Value for Money: The client requested a benchmarking analysis to compare the facility costs with analogous nuclear projects across North America to address the project’s cost competitiveness and to justify the reasonableness of the public investment.

We deployed a comprehensive, multidisciplinary team with strong nuclear industry cost estimating and project management expertise and knowledge of best practices to conduct the following assessments:

  • Cost and Schedule Reassessment: We revisited prior cost and schedule reports and incorporated recent market data, identifying an 18 percent cumulative escalation over two years based on similar nuclear projects. The team confirmed that a 3.5 percent annual escalation factor was a reasonable assumption for future projections.
  • Risk Register and Contingency Analysis: Our review highlighted that escalation risks, while included in the risk register, were accounted for separately via an abnormal escalation reserve rather than within the contingency. The team recommended continued monitoring and integration of risk mitigation plans into the project’s baseline cost and schedule.
  • Design and Estimate Maturity Verification: Using the client’s guidelines, we confirmed that the design maturity at 50 percent exceeded the minimum 10 to 40 percent threshold for a Class 3 estimate, which supported a high level of confidence in the cost forecast. Independent checks of key scope elements, including excavation and concrete, validated the quantity of takeoffs and unit rates.
  • Contractual Review: The team examined the contract structure and the multiparty subcontract agreements, confirming that the incentive structure, if applied correctly, should promote cost and schedule discipline.
  • Benchmarking Analysis: Our team compiled and analyzed comparable nuclear facility costs across North America to illustrate that the facility cost per square meter was competitive.
  • Quality Assurance Review: Our engagement included assessing quality-assurance documentation and interviewing key personnel to validate the maturity and effectiveness of quality implementation.
  • Collaborative Engagement: We maintained communication with the project leadership and teams, sharing interim findings and addressing queries to maximize informed decision-making.

Notable Accomplishments

Our independent assessment provided the information required for anticipated sanctioning. In summary, the findings included the following:

  • Best Practice Application: Involving subcontractors in estimates, colocated estimating teams, and digital modeling is an industry-leading approach that enhances integration, accuracy, and transparency.
  • Project Health Validation: The project is on track with no significant cost or schedule deviations that would jeopardize the next phase.
  • Reliable, Industry-Standard Cost Estimation: The current Class 3 estimate meets industry benchmarks and reflects input from those executing the work and reducing the risks of optimism bias or inaccuracies.
  • Robust Risk and Contingency Management: The separation and annual reconciliation of abnormal escalation help the project remain protected against unforeseen inflationary spikes, with clear accountability embedded in the contract framework.
  • Demonstrated Value for Money: The benchmarking analysis confirmed that the project will deliver excellent value relative to comparable nuclear research facilities, justifying public investment and resource allocation.
  • Strategic Decision Support: The client received an authoritative, independent perspective, which supported timely, confident sanctioning decisions that align with goals and consider taxpayer interests.
