Project Specifics
Geosyntec has supported utility clients in the southeastern U.S. since 2011 to develop solutions to challenging coal combustion residuals (CCR) management issues.
Recently enacted federal and state CCR rules mandate the closure of existing CCR basins, often under expedited schedules. Geosyntec was retained by several of these utilities for a number of their high profile sites across their region-wide fleet to apply our expertise in CCR behavior and geotechnical, environmental, and civil engineering to help them develop CCR basin closure plans and designs for containment facilities that comply with enhanced federal and state laws.
Geosyntec Scope of Services
Over the past several years, Geosyntec developed conceptual closure plans for a number of sites. After the enactment of federal and state CCR rules, we were also retained to develop final closure plans. The development of closure plans required a multidisciplinary effort to tackle challenges related to excavation, stormwater, dewatering, wastewater treatment, erosion and sediment control, geotechnical analyses, geochemical characterization, groundwater modelling, and other ancillary support items, including transportation studies and haul road design. In addition to the development of closure plans, Geosyntec provided design services for containment facilities for excavated CCR and performed several geotechnical and environmental field investigations.
Notable Accomplishments
Geosyntec successfully executed the scope of work across a number of sites and developed closure plans and containment facility designs under tight public and regulatory scrutiny. To meet expedited schedules, we took advantage of our substantial expertise in landfill design and CCR regulatory compliance to anticipate requirements of federal and state laws prior to enactment, enabling design work to be initiated earlier than the client anticipated. We also provided permitting support to one of our clients to secure permits for a CCR containment facility, the first of its kind to be permitted under a new enhanced regularity framework. Finally, by making use of our in-depth site knowledge and historical investigations, we were able to reduce the scope of the investigations, often enabling our clients to realize significant schedule and cost savings.
