Project Specifics

Geosyntec provided Owner-Contractor engineering support for erosion & sediment control as well as stormwater management for a 20 MWac solar energy facility in Essex County, owned and operated by a national leader in renewable energy. Geosyntec was contracted to provide professional opinion, design & permitting, as well as construction oversight on roughly 200 acres of development that included 15 stormwater outfalls.

Geosyntec Scope of Services

Upon Notice to Proceed, Geosyntec conducted field investigations while also reviewing construction documents, narrative, studies, and calculations. As part of the Scope, Geosyntec developed a set of Memoranda that summarized our observations, assumptions, and findings, noting any deficiencies or irregularities in the field and the documents provided. Furthermore, we assembled a set of Recommendations, to include a Corrective Action Plan, to remedy the issues and challenges experienced on site.

Geosyntec also provided site plan permitting services and construction documents for obtaining final Regulatory approval through both Virginia Department of Environmental Quality and Virginia Department of Transportation. This project complied with Virginia Code §9VAC25-870 pertaining to the Virginia Stormwater Management Program (VSMP) Permit regulations and requirements. Water Quality requirements were achieved through both open space conservation dedication as well as nutrient credits purchased from a nearby mitigation bank to offset pollutants produced by the site. Channel protection and flooding were addressed via energy balance and channel adequacy through the implementation of stormwater management facilities and energy dissipators. Geosyntec retro-fitted the site layout to meet these regulations and with consideration to stormwater conveyances (storm sewer, perforated pipe/trench systems and open channels), substation access, buffers, proximity to adjacent properties, the desired equipment arrangement, and environmental compliance.

Notable Accomplishments

Geosyntec provided cost-effective design modifications in a phased approach (separate ESC and SWM packages broken over three site areas) that allowed the Contracting Team to maintain mobilization and keep the site in compliance with maintenance and stabilization requirements.
