Nelson to Manena 230kV Project

Geosyntec was retained by Entergy Louisiana, LLC (Entergy) to provide support for their proposed Nelson to Manena 230kV project near Westlake, Louisiana, in Calcasieu Parish.

The project included the construction of an approximately 6-mile 230kV electrical transmission line from Entergy's Nelson Generating Plant to Lotte Axial Chemical Company near Westlake, Louisiana. The project includes clearing and grading of an approximately 100-foot-wide right-of-way for the entire six-mile route to install approximately 70 poles. The project includes construction in greenfield forested areas, within existing electrical transmission rights-of-way, within industrial facilities, and across Interstate 10.

Geosyntec's Scope of Services

Geosyntec performed a pedestrian wetland delineation survey, threatened and endangered (T&E) species survey, and assisted with a cultural resources survey along the approximately 8-mile long electric transmission line route. Upon completion of field surveys, Geosyntec was responsible for applying for regulatory authorizations and clearances from the U.S. Army Corps of Engineers (USACE), U.S. Fish and Wildlife Service (USFWS), Louisiana Department of Wildlife and Fisheries (LDWF), Louisiana State Historic Preservation Office (SHPO), and Louisiana Department of Environmental Quality (LDEQ). These authorizations and clearances include acquiring a USACE Section 404 permit, Endangered Species Act Section 7 clearances from USFWS and LDWF, National Historic Preservation Act Section 106 clearance from the SHPO and filing of a Notice of Intent with the LDEQ for the construction stormwater permit. Geosyntec has also provided weekly construction stormwater inspections of the project area for the duration of construction and restoration.

Notable Accomplishments

Geosyntec provided the Entergy team with guidance during the planning stages of the project to minimize regulatory hurdles during permitting, provided calculations based on GIS data processing to estimate materials needed for erosion and sediment control structures during construction, and assisted with issuance of the Section 404 permit four months ahead of Entergy's preliminary schedule, helping the project go to construction ahead of plan.
