Todd Snyder is a Senior Principal based in California with more than 20 years of experience and leadership in watershed protection, policy, and planning in Southern California.


Todd is a solution-focused, industry leader in stormwater management, and prior to joining Geosyntec, served as the Watershed Protection Program Manager for the County of San Diego’s Department of Public Works. There, he directed all County compliance efforts under the Municipal Stormwater Permit, coordinated with San Diego MS4 permittees, regulators, policy-makers, and non-governmental organizations, and managed a $40 million program. While at San Diego County, he more than doubled the annual stormwater program budget in six years, created green infrastructure and stormwater rebates and incentives programs, and led a needs and opportunities assessment to address cross-border pollution from the Tijuana River. In addition, he managed an innovative surfer health study and routinely led trips to Washington, D.C and Sacramento to help government officials understand critical stormwater compliance challenges.

Throughout his career, he has prioritized clear communication that spurs action. Todd has conducted monitoring and reporting, developed grants, authored speeches, coordinated between departments, drafted resolutions, developed inter-jurisdictional cost-sharing agreements, represented his department in negotiations related to litigation, and served as lead County negotiator regarding renewal of the Municipal Stormwater permit.

In 2021, Todd received the Public Works Customer Service Award for exceptional support provided to Board of Supervisors offices, and in 2017 he received the County of San Diego Chief Administrative Officer’s Excellence in Leadership Award. He has recently served in regional and statewide leadership roles, including serving as Chair of the Southern California Coastal Water Research Project and as an appointed member of the State Water Resources Control Board’s STORMS Adaptive Management Committee.
