During his career, Scott has been both a contractor and a consultant for construction strategies. He is recognized for his skill at constructability and feasibility evaluations, cost estimating, and implementation of field-focused projects. With clients spanning the public and private sector including power generating and utility services, municipal waste disposal, attorneys, railroad operators, state and federal entities, telecommunications, and pest control services, Mr. Elder's experience portfolio touches almost every sector of enviro-civil construction. Mr. Elder is a licensed General Contractor in five states.
His portfolio includes hundreds of projects in capacities ranging from contractor oversight and support services at federal Superfund sites to managing a wide range of construction and remediation projects. His projects focus on complex field implementation; critical construction quality assurance; and construction, operation and maintenance systems.
As a Principal within the Firm and manager for some of Geosyntec's most complex construction projects, Scott is directly responsible for issues concerning contract compliance, cost and budget tracking, adherence to health and safety standards, resource allocation and scheduling, labor and subcontractor procurement, and overall project delivery. He is responsible for developing project concepts, creating specifications and contracts, and contractor oversight. Scott works effectively with regulators on the management of compliance and reporting issues.
Scott's first-hand knowledge of construction materials and methods provides clients valuable design/construction insights, allowing them to identify potential construction conflicts, manage contractors effectively, and realize innovative solutions to otherwise intractable issues.
