Robert Potts, MBA, is a Principal Water Resources Consultant based in Florida with more than 20 years of experience focused on water quality, environmental resource permitting, and National Pollutant Discharge Elimination System (NPDES) permitting and implementation.

With extensive experience with NPDES municipal separate storm sewer system (MS4) permitting, Robert evaluates nonpoint and point source pollution and develops and implements multiple total maximum daily load (TMDL) and basin management action plan (BMAP) programs to reduce pollutant loads. Robert has managed NPDES permitting contracts for state and municipal clients, including Florida Department of Transportation Districts One, Three, and Five. In addition, he has helped develop and implement TMDLs and BMAPs throughout Central Florida.

Robert has managed the successful development of more than 100 NPDES MS4 annual reports, provided senior oversight on the development of multiple annual pollutant load and event mean concentration reports, performed site compliance inspections on hundreds of construction projects, and conducted functional assessments on thousands of stormwater management facilities throughout Florida. Clients also turn to him to maintain their compliance with environmental resource permit conditions, close out mitigation site conditions, and develop GIS-based databases to manage assets.
