Rachel Klinger is a Senior Principal Engineer based in Florida with more than 12 years of environmental consulting experience focused on providing groundwater, soil, and sediment assessments; remedial system technology evaluations; cost estimating and design; remedial system construction, operation, and optimization; and site closure strategy development. Rachel is Senior Services Director for Environmental Management, Investigation, and Remediation for our Southeast Coastal Operations.
Known for her ability to manage complex investigations, Rachel selects, designs, and implements appropriate remedial strategies and develops closure strategies unique to the goals of each site. During the past decade, Rachel has led multimedia assessments, remedial designs, and remedial implementation as the engineer of record for complex sites regulated under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Resource Conservation and Recovery Act (RCRA), and state regulations.
By combining flexible remedial strategies, she implements designs that achieve closure for sites impacted with a wide range of constituents of concern, including chlorinated solvents, petroleum hydrocarbons, metals, pesticides, polycyclic aromatic hydrocarbons, polychlorinated biphenyls, and 1,4-dioxane. Alongside her remedial design work, Rachel routinely manages construction and permitting to provide well- rounded services to valued clients.
Rachel is a long-standing member of the American Society of Civil Engineers and has served on the Jacksonville board. She was recognized for her innovative approach to remedial design and optimization by the American Academy of Environmental Engineers and Scientists (AAEES) Excellence in the 2016 Engineering and Science Competition. She is also a AAEES Board-Certified Environmental Engineer.
