On behalf of both federal and private owners, Patrick leads teams to designs and remediate embankment and concrete dams and levees. His areas of expertise include project and program management, construction management, seepage filters, grouting, cutoff walls, slope stability, seepage analysis, seismic evaluation, instrumentation, and automated data acquisition systems for dam safety monitoring. Patrick offers clients the benefit of his extensive experience with best practices in dam safety, including participating in numerous dam safety inspections for projects regulated by the Federal Energy Regulatory Commission (FERC), the United States Army Corps of Engineers (USACE), and other federal and state agencies. He is an approved Independent Consultant for dams regulated by the Federal Energy Regulatory Commission (FERC) and an experienced risk facilitator.

Recognized for his skill in project management, Partick brings significant experience managing multidisciplinary teams to efficiently implement large and complex projects while avoiding conflict between disciplines. On a recent preliminary dam design for a high-hazard dam in Washington, Patrick served as the Engineer of Record and provided oversight and coordination of the geotechnical, structural, hydraulic, hydrologic, civil, and environmental aspects of the project.

To advance the state of the practice, Patrick is an active member of United States Society on Dams (USSD) and chairs the organization’s foundations committee. He has published several peer-reviewed conference papers and presented at numerous industry conferences.
