Client Service
Michael supports energy, utility, infrastructure, industrial, municipal, and commercial development clients through the full project life cycle, from early due diligence and siting through permitting, construction compliance, and long-term stewardship. Michael combines technical knowledge, regulatory perspective, and project management discipline to help clients identify critical-path issues, align permitting strategies with design and construction schedules, and communicate effectively with regulatory agencies and stakeholders.
On behalf of clients, Michael leads multidisciplinary teams that prepare and manage federal, state, and local environmental approvals for complex and often schedule-sensitive projects. His experience includes permitting and consultation under the National Environmental Policy Act, Clean Water Act, Rivers and Harbors Act, Endangered Species Act, National Historic Preservation Act, and related state and local programs. Michael has directed and supported wetland and surface-water evaluations, protected species and habitat assessments, water-quality and vegetation monitoring, coastal and submerged lands authorizations, mitigation planning, and construction-phase compliance. His project portfolio includes natural gas pipelines and stations, power generation and transmission facilities, marine terminals and waterfront improvements, municipal infrastructure, renewable energy developments, and commercial and industrial sites. Michael works closely with landowners, engineers, planners, scientists, contractors, and agency personnel to translate regulatory requirements into practical, defensible project solutions.
Before joining Geosyntec, Michael served as a regulatory analyst with a large energy firm focused on hydrocarbon exploration where he acted as a primary liaison with state and federal agencies and supported operational compliance and permitting. Earlier, during more than a decade with the Florida Department of Environmental Protection, he advanced through progressively senior technical and management roles and led interdisciplinary teams responsible for regulatory strategy, permitting oversight, compliance assurance, and interagency coordination. This combination of government, industry, and consulting experience gives Michael a balanced understanding of agency expectations, operational realities, and client priorities.
A Project Management Professional and Professional Wetland Scientist, Michael also applies Lean and continuous improvement methods to streamline coordination, reduce rework, improve decision-making, and deliver consistent, responsive service. He brings clarity to evolving project conditions, organizes multidisciplinary inputs, and develops permitting approaches that remain practical as design details, construction methods, and agency expectations change.
