Client Service
Clients turn to Marc to support the design, operation, and permitting aspects of many projects. He has worked with a large pharmaceutical company to complete a nine-million-dollar redesign of their wastewater treatment plant in South Florida. In addition, he has spearheaded water-quality pilot studies, dewatering effluent treatment operations, and pretreatment programs to prevent scale and other depositional issues for groundwater impacted by landfill leachate. On behalf of clients, he has prepared (spill prevention, control, and countermeasure) SPCC plans and stormwater pollution prevention plans (SWPPPs) and permitted large multi-million-gallon petroleum-storage-tank installations at Port Everglades, the Jacksonville Port Authority, and Port of Tampa. Marc managed a twelve-year contract with the South Florida Water Management District, conducting screening-level ecological risk assessments (SLERAs) and developing innovative ways to remediate large tracts and model bioaccumulation of chlorinated pesticides and copper uptake to protect endangered species such as the Everglade snail kite.
Over more than three decades, Marc has been engineer of record on hundreds of groundwater and soil remediation projects, including many in the Florida Department of Environmental Protection petroleum program. He was also involved in the design and operation of a very large, complex used-oil recovery project at a Superfund site in South Florida. As engineer of record for that project, his designs included oil recovery using multiphase extraction and a multi-component wastewater treatment plant to break the oil emulsion. Marc was also heavily involved in operation and maintenance of this remediation system.
To advance the state of the practice, Marc has conducted an array of pilot programs involving landfill leachate. The goal of this work was to prevent scaling and fouling in pumps and piping by finding better ways to sequester scale and pretreat biomass. Notably, a method he developed was implemented at a former landfill in North Miami, Florida, that has now been developed into luxury condominiums with upscale retail areas, parks, and natural areas. To support this project, leachate-impacted groundwater with very high pH and extreme scaling potential is collected via 32 extraction wells and disposed of through a deep-inject well. Scale prevention continues to be key to keeping this system continuously operational.
