Client Service
For municipal and port stormwater clients, John provides full-service support for stormwater management program planning, funding, and implementation, including comprehensive stormwater management and master plans, stormwater codes and standards, and stormwater system designs. These projects often involve applying low impact development and green stormwater infrastructure (LID/GSI) techniques and designing conveyance, flow control, and treatment systems, including within tidally influenced environments. He has prepared detailed compliance plans, provided support and training for NPDES Phase II programs, and developed stormwater and surface water utilities, with a deep understanding of utility and special district formation and operation requirements.
Public and private clients with natural systems challenges benefit from John’s abundant experience in stream and floodplain restoration, flood hazard assessment and planning, scour and erosion mitigation, and design of natural and structural conveyance systems and flood protection facilities. Relying on his experience managing levee systems, he helps clients navigate USACE and FEMA requirements, including levee certification and CLOMR/LOMR processes. John has also led stormwater and stream-crossing design teams for major transportation improvement projects, such as the $550M first funded phase of the Interstate 90 Snoqualmie Pass East project and the $155M Interstate 405 Bothell to Lynnwood Freeway Widening and Toll project.
John has advanced the state of the practice through the development of regional and local stormwater management and LID design manuals in Oregon and Washington and participation in the development of Washington’s original NPDES II permits, the revised Washington State Underground Injection Control (UIC) Rule, and the technical guidance for design and construction of underground infiltration systems classified as UIC devices. He prepared first-of-their-kind Standard Operating Procedures for the application of deep and shallow stormwater infiltration systems for the updated Seattle-Tacoma International Airport LID Manual. Through his use of many hydrologic and hydraulic models and application of his expertise, John conducted R&D and obtained patents for a nationally used stormwater treatment device, Contech StormFilterTM.
