Jihee Min is a Project Engineer based in Texas focused on air quality permitting; air dispersion modeling analyses; and air quality regulatory applicability analysis, compliance, and audits.

As an experienced air quality engineer, Jihee has worked on air permitting and compliance support for the chemical, oil and gas, terminals, and general manufacturing industries in Texas, Louisiana, Colorado, Illinois, Oklahoma, and Wyoming. Jihee has conducted numerous air dispersion modeling analyses for air permits; New Source Review (NSR), Minor Source, and Prevention of Significant Deterioration (PSD) and PSD for Greenhouse Gas (GHG). The air dispersion modeling analyses include National Ambient Air Quality Standards (NAAQS) analysis, PSD analysis, PSD Increment analysis, State Property Line Standard (SPLS) analysis, and health effects analysis. Jihee has prepared Title V, NSR, and minor source permitting applications and performed compliance audits and provided air compliance plans for clients in the chemical, oil and gas industries, and general manufacturing sectors.

Jihee has provided ongoing compliance support, preparing monthly emissions tracking; annual and tri-annual emission inventories; annual Toxic Release inventory (TRI) and Pollution Prevention (P2) plan progress reports; Mass Emissions Cap and Trade (MECT) annual compliance reports; Maximum Achievable Control Technology (MACT) semi-annual reports; Title V semi-annual reports; and GHG reports.

Jihee has extensive experience in developing tools to be used for both permitting and compliance purposes. She has developed the emission calculation tool for storage tanks based on U.S. EPA's AP-42 Chapter 7 which is used for air permitting, emissions inventories, and compliance tracking. Jihee has also developed various tools for emissions inventories, compliance tracking, chemical flexibility review, and Maintenance, Start-up, and Shutdown (MSS) emission calculations.
