Jean Zodrow, PhD, is a Senior Scientist based in Colorado with more than 18 years of experience focused on toxicology, ecological risk assessment, site characterization, regulatory guidance, and risk-based screening criteria and ecological risk assessment of per- and polyfluoroalkyl substances (PFAS).

Jean Zodrow, PhD, is a Senior Scientist based in Colorado with more than 18 years of experience focused on toxicology, ecological risk assessment, site characterization, regulatory guidance, and risk-based screening criteria and ecological risk assessment of per- and polyfluoroalkyl substances (PFAS).


Throughout her career, Jean has worked on complex projects and portfolios, leading multidisciplinary teams to support clients and meet regulatory objectives. She develops ecological risk assessments for multistakeholder contaminated sites involving PCBs, PAHs, SVOCs, VOCs, and metals, as well as those involving emerging contaminants like PFAS. Clients turn to Jean for risk assessments at the federal level through the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA or Superfund) program as well as at the state level through the Wyoming Department of Environmental Quality Volunteer Remediation Program and similar programs. Jean has also developed water quality criteria through the National Recommended Water Quality Criteria program, biological assessments, and Section 7 Endangered Species Act consultation to permit large-scale projects in the National Pollution Discharge Elimination System permit program. In addition, she is an International Board of Environmental Risk Assessment (IBERA) Certified Environmental Risk Assessor

Jean has also led projects for the Department of Defense’s Strategic Environmental Research and Development Program (SERDP). Her first such project included reviewing and compiling toxicity literature for PFAS to develop ecological screening levels for media and wildlife, creating tools to help risk assessors decide whether a PFAS-impacted site would need further assessment of ecological risk. Recently for SERDP, she validated the food-web models used to understand dietary uptake of PFAS at such sites.

Joining her experience as a regulator and as a consultant, Jean has developed protective yet pragmatic solutions that balance client, regulatory, and community needs. As she builds relationships with private-sector clients, her understanding the regulatory landscape allows her to communicate scientific concepts simply and clearly. No matter the project, Jean strives to bring stakeholders together to find innovative and pragmatic solutions which are protective of the ecological receptors potentially impacted by site contaminants.
