Client Service

Jay develops and provides oversight for large field-monitoring and data-collection programs internationally and conducts monitoring-data analyses tied to defined adaptive management actions. He believes field monitoring and adaptive management programs are crucial to help practitioners successfully execute projects while maintaining the highest levels of environmental protection. Jay is passionate about effective communication and believes conveying results and hydrologic principles accurately and concisely is critical and gives clients the confidence and assurance to advance projects.

Public- and private-sector clients turn to Jay to help them meet the requirements of the National Pollutant Discharge Elimination System (NPDES) Permits and Washington State Waste Discharge Permits (SWDPs) water rights and watershed planning. For mining companies and other clients looking to manage water for large land-use projects, Jay has evaluated land-use impacts on hydrologic systems. Such work has included water resilience and water-supply planning, water-quality characterization, analysis of groundwater and surface-water interactions, and assessments of site-specific hydrologic responses to climate change.

Examples of Jay’s work include leading a complex evaluation of potential water quality and quantity impacts for a proposed subaqueous aggregate mine expansion, evaluating impacts to future water supplies based on long-term predictions from Global Climate Models (GCMs) and hydrologic models, and executing groundwater supply studies to support water-right permit applications in multiple highly regulated basins in Washington. In addition, he has evaluated potential downgradient water-quality impacts from wastewater discharges to support SWDP Permit renewals and has hydrogeologically characterized construction dewatering for a large mixed-use development project. Jay has also provided long-term oversight and support for a comprehensive hydrologic monitoring program with adaptive management measures for an underground-metals mine that was regulated under one of the most complex and robust NPDES Permits issued in Washington.

In addition to his project work, clients recognize Jay for his technical expertise; he has provided expert-witness testimony and third-party review for cases involving stormwater, hydrology, wastewater, and water quality.
