Client Service

With a dual background in geology and environmental engineering, James brings a comprehensive perspective to water resource challenges. His expertise extends from aquifer characterization and groundwater planning to the design and rehabilitation of production wells and monitoring networks. Over the course of his career, he has consistently balanced regulatory compliance with practical solutions, working across a wide range of hydrogeologic settings, including urban basins, agricultural regions, and coastal aquifers. James’s experience navigating basin adjudications, water rights, and multi-stakeholder programs equips him to guide long-term planning and implementation for clients.

Clients benefit from James’s ability to manage complex water and remediation projects. Notable efforts include developing groundwater sustainability plans for the Tule and Tulare Lake Subbasins under the Sustainable Groundwater Management Act (SGMA), designing monitoring networks for land subsidence and water quality, and supporting basin management. His portfolio also features multi-port Westbay well installations in San Bernardino County, environmental cleanup programs across Southern California, and international supply evaluations in Puerto Rico and Mongolia.

Known for combining hydrogeology with GIS, geophysics, and data analysis, James advances the state of practice in groundwater planning and remediation. He emphasizes clarity in technical reports, presentations, and map-based storytelling to support decision-making by regulators, stakeholders, and the public. Beyond project delivery, he is dedicated to mentoring junior staff on technical skills, career development, and professional licensure.
