Damon manages environmental programs and projects under the United States Department of Defense’s Defense (DoD) Environmental Restoration Program and has practical experience with Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), and underground storage tank cleanup phases as well as with environmental permitting and compliance on federal sites. He has managed client accounts and led business development for United States Navy and Army Corps of Engineers clients nationwide. His broad technical competencies and breadth of engagements with federal and state regulatory agencies enable him to provide clients with cost-effective, defensible solutions.

To serve clients, Damon designs and implements high-resolution site characterization studies using technologies and tools including membrane interface probes, hydraulic profiling tools, laser-induced fluorescence, molecular biological tools, and advanced vapor intrusion investigative methods. He also applies innovative technologies during pilot studies and treatability tests; these often include advanced in situ chemical oxidation and in situ chemical reduction amendments, biosparging and soil vapor extraction systems, injection recirculation systems, and various vapor intrusion mitigation strategies. In his work for DoD, Damon writes and manages primary environmental documents associated with remedial designs and investigations, feasibility studies, engineering evaluations, cost analyses, long-term site management actions, and five-year reviews.

As deputy program manager for two large (~$100M) Indefinite Delivery/Indefinite Quantity contracts administered by Naval Facilities (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC), Damon managed more than 50 simultaneous task orders throughout contract performance. As the small business liaison on these contracts, he has helped NAVFAC EXWC exceed their small business contracting requirements set-forth by the United States Congress. Through his routine participation in Tier I partnering teams and Federal Facility Agreement teams for DoD clients, he has promoted and gained regulatory approval to use innovative technologies at the many sites and installations he serves.
