Client Service
Arthur has extensive experience leading teams in designing and delivering scientific and engineered solutions related to groundwater, soil, and soil vapor remediation. Primarily, Arthur works with federal, transportation, chemical, oil and gas, and mining sector clients within the Rocky Mountains, Pacific West, and Southwest United States. Recently, he has specialized in investigations of sites impacted by per- and polyfluoroalkyl substances (PFAS) at military installations.
While contributing hydrogeology subject matter expertise, Arthur leads environmental site investigation programs, specializing in conceptual site model development, contaminant fate and transport, work planning, quality control, data interpretation and visualization, technical reporting, and public outreach. Arthur is an active participant in the PFAS technical community, contributing to the Interstate and Technical Regulatory Council (ITRC) PFAS Team and presenting at notable industry conferences.
Arthur has extensive experience in project and program management, with expertise in assembling and providing leadership to multidisciplinary teams implementing large-scale, high-profile remedial investigations and feasibility studies, which are often hydrogeologically complex and require cooperation from multiple regulatory and public stakeholders. Arthur served as the project manager for the prime contractor, conducting the first PFAS remedial investigations and risk assessments completed nationwide by the Air Force Civil Engineer Center (AFCEC). He championed the application of accelerated and adaptive high-resolution site characterization and innovative stakeholder engagement strategies. The Environmental Business Journal awarded the task order a 2024 Business Achievement Award for Project Merit.
As an entrepreneurial practitioner, Arthur has demonstrated success in marketing, business development, and client account management. His diverse consulting background facilitates his skillful identification of market and technology trends to create competitive and advanced practices to drive market penetration. Specific to federal facilities, Arthur has broad engagement in the industry with coordinating teaming arrangements in pursuit of Indefinite Delivery/Indefinite Quantity (IDIQ) contract opportunities administered by AFCEC and the United States Army Corps of Engineers.
In 2025, Arthur was named a Top Young Professional by Engineering News-Record and has an industry reputation for delivering conscientious, collaborative, and quality environmental solutions that produce accelerated and defensible results while achieving exceptional client satisfaction.
