Client Service
Arthur leads the firm’s Sacramento Geoscience Department, which includes practice areas focused on site investigation, information management, and project chemistry. His work routinely involves collaboration with California’s Department of Toxic Substances Control (DTSC), multiple Regional Water Quality Control Boards, and local environmental management agencies to address contaminants such as chlorinated solvents, volatile organic compounds, polycyclic aromatic hydrocarbons, metals, pesticides, and perchlorate.
Clients with high-profile and technically challenging sites often seek out Arthur for his leadership and expertise. He serves as project director and technical lead for the Aerojet Superfund Site’s groundwater monitoring program, which encompasses more than 3,000 monitoring wells across 60 square miles. His responsibilities include developing sophisticated data-tracking systems, leading vapor intrusion and indoor air investigations, and overseeing complex data-management workflows to support federal and state regulatory compliance. He also manages the DTSC Orphan Program portfolio, applying his hydrogeologic and conceptual site model (CSM) expertise and remedial planning to several active sites across the Central Valley. Additional representative projects include vapor intrusion mitigation design and implementation for a new retail facility and investigations at fault-controlled hydrogeologic settings such as those found in the Coast Range of California.
Advancing state-of-practice approaches to characterization and remediation, Arthur integrates large datasets into refined conceptual models that improve remedy selection and implementation. His expertise includes numerical groundwater flow model development, depositional sequencing evaluations for long-term remedy planning, and high-resolution site characterization using sonic drilling. He also brings experience with cone penetration testing (CPT), membrane interface probe, and laser-induced fluorescence tools.
Arthur has supported the successful regulatory closure of several complex sites, including those involving management of light nonaqueous-phase liquids (LNAPLs), landfill gas migration, and drycleaner related chlorinated-solvent releases. He also brings extensive experience providing due-diligence support for real estate transactions through Phase I and Phase II environmental site assessments.
