Public- and private-sector clients across a wide range of market sectors seek out Andrew for his specialized experience in development of sustainable water supplies. This experience includes developing aquifer storage and recovery (ASR) programs throughout the United States Pacific Northwest and advancing state-of-the-science approaches to using groundwater in support of energy transition projects.
Andrew has built a strong reputation for delivering challenging well installation projects in both glacial and bedrock settings, where careful consideration of water quality, yield, and well interference is critical. He has also designed and implemented tailored chemical and physical well rehabilitation programs to restore and optimize long-term well performance.
In addition, Andrew is a trusted advisor in groundwater protection and water quality permitting. Clients rely on Andrew to conduct hydrogeologic impact assessments and to provide technical support for regulatory decisions regarding water rights, compliance with Washington’s State Environmental Policy Act (SEPA), and National Pollutant Discharge Elimination System (NPDES) and Washington state waste discharge permitting. His experience includes groundwater modeling to delineate municipal and private wellhead protection areas, evaluation of groundwater–surface water interactions, and impact assessments for wastewater facilities and developments within critical aquifer recharge areas (CARAs). Andrew also conducts third-party technical reviews and has provided expert testimony on projects involving stormwater design and surface-water impairment.
