Loren Gormley and Elizabeth Toot-Levy to present “Developing an Industrial Pretreatment Program” at the One Water Technical Conference.

Loren Gormley a Staff Scientist (Ohio) and Elizabeth Toot-Levy a Senior Scientist (Ohio) will present “Developing an Industrial Pretreatment Program from the Ground Up” at the One Water Technical Conference on Tuesday, August 22, 2023 in Columbus, Ohio.

Loren Gormley is a staff scientist based in Columbus, Ohio. Loren joined the Geosyntec team in 2022 after completing her degree in Environmental, Soil and Water Sciences at West Virginia University (WVU). During her time at WVU, she worked for the West Virginia Water Research Institute (WVWRI) where she conducted monthly sampling on the Monongahela River and analyzed water quality data. Since joining Geosyntec Loren has been supporting clients to evaluate and update existing Industrial Pretreatment Programs (IPPs) as well as working with clients who are considering the development of new IPPs. In addition to programmatic work to support IPP programs, Loren excels at data analysis and supports data management and local limits development.

Elizabeth (Beth) Toot-Levy is a Senior Scientist based in Cleveland, Ohio with 22 years of experience in environmental and regulatory compliance. She joined Geosyntec in 2015 after 14 years at the largest wastewater utility in Ohio. Beth is currently leading multiple National Pollutant Discharge Elimination System and Clean Water Act projects across the country for municipalities, industries, attorneys, and other consultants. Since joining Geosyntec, Beth has continued her role as a leader in Ohio and beyond supporting the Clean Water Act needs of our clients. She supports municipal Industrial Pretreatment Programs (IPPs) and is currently managing projects to reevaluate and justify local limits, working with communities to update and revise their IPPs, and supporting communities in the development of new IPPs.

Publicly owned treatment works (POTWs) are mandated under the federal Clean Water Act and U.S. EPA to create Industrial Pretreatment Programs (IPP), which prevent pass-through and interference and otherwise help protect the POTWs from industrial facilities that discharge to them. These programs are required for POTWs with capacities over five million gallons per day that receive industrial pollutants or for smaller POTWs with qualifying characteristics, such as the nature of industrial pollutants.

Loren and Beth show how to break down the IPP into five “levels” where each level serves as a building block to achieving a POTW-controlled IPP. This framework goes into detail on the steps that POTWs need to take in order to have an effective and compliant IPP with both state and federal regulations. Additionally, they will dive into two case studies of sewer districts they have worked with in Missouri and West Virginia to describe how they overcame specific challenges. Lastly, they will discuss the future of the IPP program and where they expect to see some changes and potential hurdles soon.
