Mark Ellard Coauthors Stormwater Section of the 2021 ASCE Florida Infrastructure Report Card
Mark Ellard, P.E., CFM, D.WRE, ENV SP (Florida), longtime member of the Florida Section of the American Society of Civil Engineers (ASCE), coauthored the stormwater section of the 2021 ASCE Florida Infrastructure Report Card.
He first became involved in the project in 2020, when he chaired the Section's Public Information Committee. During his collaboration on the section, Mark drew on his two decades of experience directing stormwater management studies and designing projects in Florida to help the report card team provide a targeted assessment of the current state of stormwater in the state.
Mark Ellard is a Senior Principal Water Resources and Environmental Engineer with more than 30 years of experience in diverse watershed management, water quality assessment, and stormwater design projects. Mark's water resources background includes watershed management and master planning; coastal resiliency planning and adaptation studies, floodplain management; pollutant load assessment; National Pollutant Discharge Elimination System compliance; low impact development; environmental resource permitting; and hydrologic, hydraulic, hydrodynamic, and groundwater flow modeling. He also has extensive experience with GIS applications for spatial analysis, planimetric mapping, and data visualization.
The Florida Infrastructure Report Card, published every four years, is a comprehensive assessment of 17 major infrastructure categories in the state. The document examines current conditions, assigns grades, and makes recommendations to raise those grades.
The Florida Section of the ASCE is the third largest section in the Country. It comprises 13 branches, 18 technical institute chapters and technical groups, 11 student chapters and over 7,000 members, was founded in 1929 and is one of the most active sections within the Society.
