Rula Deeb to Present on PFAS Technical and Regulatory Issues as part of the ABA's SEER Essentials Webinar Series

Rula Deeb, Ph.D., BCEEM (California) will present "PFAS 101 – An Overview of Technical and Regulatory Issues Associated with Per- and Polyfluoroalkyl Substances" as part of the American Bar Association's (ABA) Section of Environment, Energy, & Resources Law (SEER) Essentials webinar series at 1:00 p.m. on June 18, 2019.

Rula's co-presenters are Virginia Yingling, Minnesota Department of Health and Harmon L. Cooper, Crowell & Moring LLP.

Rula is a Senior Principal Civil and Environmental Engineer at Geosyntec based in California with more than 25 years of experience in private practice and academia addressing the cross-media fate and transport of contaminants and the remediation of complex soil and groundwater sites. In addition to leading Per- and Polyfluoroalkyl Substances (PFAS) projects across the United States for industrial, federal and municipal clients, she has joined forces with multiple universities to develop new technologies for sampling and treating PFAS in a variety of environmental media.

Presentation Description

PFAS, including perfluorooctane sulfonate (PFOS) and perfluorooctanoic acid (PFOA), are a class of man-made chemicals; they are not naturally found in the environment. Due to the strength of their carbon-fluorine bonds, PFAS are persistent in the environment and difficult to remediate. PFAS exposures and risks can result in regulatory concerns and active management at contaminated sites and in surrounding areas.

This webinar will provide an introduction to PFAS chemistry, environmental sources and occurrence, environmental fate and transport, exposure, toxicology, and treatment. Faculty will also cover recent updates on state and federal regulatory issues and an outline of the spectrum of legal challenges associated with the historical use of PFAS at industrial and military facilities.

In sum, attendees will learn how to:

  • Identify the major classes of PFAS and those that you are most likely to encounter in the environment
  • Identify key sources of PFAS releases to the environment
  • Describe the key technical issues (challenges and opportunities) regarding PFAS fate and transport, treatment, and risk assessment
  • Discuss and analyze PFAS regulatory issues, including EPA actions and state responses
  • Explain current and anticipate expected future PFAS regulations and their impact on business operations, including transactional due diligence, permitting, remediation, risk communication, and tort litigation
