Mark Ellard and Mike Hardin to Present on Stormwater at Florida Stormwater Association’s 2020 Annual Conference

Mark Ellard, PE, CFM, D.WRE, ENV SP; and Mike Hardin, Ph.D., PE, CFM (Florida) will deliver four presentations at the Florida Stormwater Association’s (FSA) 2020 Annual Conference on July 15-17, 2020.

Mark will present “Future Conditions 100 Year Flood Map for Resiliency” and “Stormwater Outfall Resiliency Master Planning in Nation’s Oldest City.” Mike will present “An Innovative “Smart” Stormwater Harvesting Treatment Train System.”

Mark Ellard is a Senior Principal Water Resources and Environmental Engineer based in Florida with more than 30 years of experience in diverse watershed management, water quality assessment, and stormwater design projects.

Mike is a Senior Water Resources Engineer based in Florida with more than 13 years of experience, including watershed assessments, hydrologic and hydraulic modeling, GIS data analysis, evaluating best management practices (BMPs), developing dam emergency action plans (EAP), and water quality modeling.

The Florida Stormwater Association’s conference will feature three days of education, two concurrent tracks with more than 25 presentations, up to 13 continuing education credits, a virtual exhibit hall, live Q&A, and more.

The Florida Stormwater Association was formed in 1993 as the Florida Association of Stormwater Utilities to serve professionals in stormwater management and finance. Their name was changed in June 2001 to more accurately reflect the broad interests in stormwater management services, in addition to stormwater finance. The Florida Stormwater Association provides these services for its members: Training and Education; Technical Assistance and Information Sharing; and Advocacy and Legislative Relations. A 22-member Board of Directors and 4-member Executive Committee govern the Association. The Florida Stormwater Association is a 501(c)(4) non-profit corporation.

Presentation Descriptions

Title: Stormwater Outfall Resiliency Master Planning in Nation’s Oldest City
Presenters: Jessica Beach, PE, Stormwater Engineer, City of St. Augustine; Mark Ellard, PE, CFM, DWRE, ENV SP, Senior Principal, Water Resources, Geosyntec Consultants
Time: 11:05 a.m. – 11:50 a.m., July 16, 2020
Track: B
Description: The City of St. Augustine is the oldest continuously occupied settlement in the US. The City is at risk with rising sea levels impacting numerous historic sites, cultural resources and infrastructure. The City has initiated resiliency efforts to address these challenges including a Master Plan to prioritize the existing stormwater outfalls for retrofitting.

Title: Future Conditions 100 Year Flood Map for Resiliency
Presenters: Mark Ellard, PE, CFM, DWRE, ENV SP, Senior Principal, Geosyntec Consultants; John Loper, PE, Associate Vice President, Taylor Engineering
Time: 1:45 p.m. – 2:30 p.m., July 16, 2020
Track: A
Description: Broward County is addressing future resiliency by adopting a Countywide 100 year flood map that will be used for regulatory purposes to guide development and infrastructure design decisions. The future flood map reflects integrated model projections of future sea level rise, rainfall depth increase, groundwater increases, and future development. This presentation will review the efforts to develop extreme future rainfall scenarios with the goal of reducing associated uncertainties in determining future rainfall using advance technical approaches.

Title: An Innovative “Smart” Stormwater Harvesting Treatment Train System
Presenters: Mike Hardin, PhD, PE, CFM, Senior Engineer, Geosyntec Consultants; Grace Chua Corn, EI, CFM, GISP, Engineer III, Orange County
Time: 3:35 p.m. – 4:20 p.m.
Track: B
Description: In an effort to proactively evaluate new stormwater management practices and minimize potable water use, Orange County, through a public-private collaboration, obtained an innovative stormwater harvesting treatment train system. This session will provide an overview of the system including design, critical components, and initial monitoring results.

Title: (Encore Presentation) Stormwater Outfall Resiliency Master Planning in Nation’s Oldest City
Presenters: Jessica Beach, PE, Stormwater Engineer, City of St. Augustine; Mark Ellard, PE, CFM, DWRE, ENV SP, Senior Principal, Water Resources, Geosyntec Consultants
Time: 12:50 PM – 1:35 PM, July 17, 2020
