Julie Konzuk Testified before the Canadian House of Commons on Research and Innovation in Canada

Julie Konzuk, PhD, PEng, testified before the Canadian House of Commons Standing Committee on Science and Research on November 3, 2025.

She spoke as part of a panel examining strategies to promote and expand private-sector investment in Canadian research and development.

Julie’s testimony highlighted the critical role of private-sector collaboration with universities and innovation-focused institutions and referenced successful initiatives at Geosyntec. She recommended that the committee accelerate innovation commercialization in Canada.

In particular, Julie and the panel suggested allocating increased defense spending to research and development across a broad range of research areas, including military technology, environment, health care, material sciences, electrification, energy transition, and climate resilience. She also advised expanding the Natural Sciences and Engineering Research Council of Canada to fund and manage commercialization-driven research consortia involving industry, academia, and consultants. In addition, Julie highlighted the importance of reducing interprovincial barriers to commercialization.

Julie is a Senior Principal Engineer based in Ontario with more than 20 years of experience helping clients in Canada, Australia, and the United States develop and implement innovative and cost-effective remedial strategies from development through implementation. To support clients, Julie brings wide-ranging expertise, including contaminant fate and transport, numerical modeling, and conceptual site model development. Her research includes exploring the behavior of nonaqueous-phase liquids and groundwater, better understanding the effectiveness of various in situ remediation technologies, and investigating novel environmental characterization and fingerprinting methods based on nuclear magnetic resonance. In addition, she has published widely and taught courses on advanced remediation technologies.
