His session was on The Challenges of Financing Urban Infrastructure in Latin American Countries (LACs): The Role of PPPs. The session, entitled, "Scaling Down – Advancing PPP Micro-Projects in Regional Latin American Cities," demonstrated that properly structured PPPs, featuring performance payment mechanisms and contingent guarantees to cover shortfalls, are an effective means of delivering solutions where the traditional, large-scale mega project finance market will not be workable or worthwhile.

Yuval was invited by Geosyntec's client, the Inter-American Development Bank (IDB), and its funding agency, the Multilateral Investment Fund (MIF), to present our current advisory project involving the structuring and design of a municipal solid waste management system in a small city in Guatemala. Both banks have financed Geosyntec's project as part of the Emerging and Sustainable Cities Initiative in this rapidly urbanized subcontinent, with resiliency to natural and man-made hazards being a major theme.

The conference was attended by approximately 1,000 guests, including representatives of public agencies, banking institutions and the senior leadership of both banks.
