Joe Esseichick and Suzanne Gabriele to Present at CEMS Fall Conference

Joe Esseichick and Suzanne Gabriele (Colorado) will present at the Colorado Environmental Management Society's (CEMS) Fall Conference, "The Future of Environmental Management in Colorado - Challenges, Big Ideas, and Solutions for the 21st Century," at Coors Field in Denver, Colorado on October 10, 2017.

Joe and Suzanne's presentation is entitled "Defensible Cost Estimating for Site Decommissioning and Redevelopment." Geosyntec is also a proud sponsor of the conference.

According to the Colorado Environmental Management Society, recent events highlight how the perception, understanding, and response to risk and environmental hazards inevitably evolve over time. The conference seeks to identify the challenges on the horizon, and explore the many ways environmental professionals can use their expertise with current regulations and historical environmental challenges to position Colorado to solve the environmental challenges of tomorrow.

The Colorado Environmental Management Society, formally Colorado Hazardous Waste Management Society, Inc. (CHWMS), is a nonprofit organization, created in 1985 to provide a forum for the exchange of information concerning technologies, laws and regulations, and other current developments pertaining to environmental health and safety matters and waste management issues.

Abstract

For decades, companies have been faced with the challenge of adequately and appropriately addressing environmental liability valuation (ELV) associated with financial reporting, environmental due diligence, risk management, and other business processes involving site portfolios. The role of ELV is also critical during the process of site decommissioning, divestment, and redevelopment. A major challenge of ELV is estimating such liabilities in this era of transparent financial reporting. This challenge has always been complicated by limited site data and information, as well as highly site-specific aspects of many environmental liabilities. For example, similar industrial practices in one location may result in minimal impacts to the environment, but in another location, may have resulted in significant environmental liabilities. In addition, the task of valuing environmental liabilities is made more complex in the face of changing accounting, financial, and environmental regulations, necessary and prudent business practices during challenging economic times, and growing litigation risks.

Within this context, environmental consultants have played an increasingly important role in assisting clients.  In this presentation, the authors present the realities of ELV with focus on our experience with current ELV standards/guidelines, methods/tools – including cost model development, and key assumptions as related to the decommissioning, divestment, and redevelopment of obsolete and/or distressed assets. Development of defensible cost estimates for such projects are critical on achieving success and avoiding potential litigation or insurance claim matters.

The presentation will also attempt to explain trends that will likely change the way in which ELV is conducted as regulations, shareholder perceptions, and management norms continue to evolve.
